How To Enable Exclusive Fullscreen Mode

so make sure the game shortcut runs with   Disable fullscreen optimizations   enabled    and    as administrator of course
go to folder   C:\Users\YourUserName\AppData\Local\Astro\Saved\Config\WindowsNoEditor
open file   GameUserSettings.ini
and make sure those lines are set like this

FullscreenMode=0
LastConfirmedFullscreenMode=0
PreferredFullscreenMode=0

don't forget to activate the Vsync in game menu or in graphic's card menu
don't forget the files as read only if you set them

if this is not working then try this
go to folder   C:\astroneerm\Astro\Content\Movies
in folder   Movies   you will find all the video startup and probably some in game cutscenes
now move them in another location for backup or delete them and try again the first steps
