Summary:
0.10.2.0 - Steam - Vehicle reserve power won't charge backpack

Description: 
Backpacks will not charge off of the medium rover's reserve power. Backpacks will drain it's own power while in range of a vehicle with power in reserves, and backpack will not recharge unless there is a generator of some sort generating power on the vehicle, or the vehicle has a portable battery attached somewhere. When a portable battery is attached, the backpack will drain power from the attached battery, but still not draw from the vehicle's own reserves when the attached battery is depleted.

For clarity:

Screenshot 1 - Rover reserves full, attached batteries dead. No recharge.
Screenshot 2 - Rover reserves full, batteries detached. No recharge.
Screenshot 3 - Rover reserves full, attached battery not dead, backpack recharges from rover-attached battery only.
Screenshot 4 - Rover reserves full, no batteries attached to rover, generator attached to rover (and turned on), backpack is recharging.
Screenshot 5 - Rover reserves full, no batteries attached to rover, generator turned off. No recharge.

See that in all cases, the rover reserves were full, and no charging of the backpack occurred unless there was some auxiliary power source attached to the rover.

Agreed, excellent bug report.

On the other hand, I'm not entirely certain it *is* a bug. It functions very well as a safety feature, preventing you from draining *all* your available power via terrain-gun.
