It should be fullscreen windowed by default. If it's not, you can select that upon starting the game (on Steam, at least).

No, I launched the game by touch to the button Play Astroneer(Windowed) but It's also in Fullscreen. Sorry for my English, I am Russian

Hmm, strange. It really should ask you whether you want to start normally or in Windowed mode then. Have you verified your game files yet?

No...you are trying that.

Let's just try this:

C:\Users\(Username)\AppData\Local\Astro\Saved\Config <- Go there and delete it's content. Then try again.

Are you certain you picked the right user folder? It must be there.

Try pressing the Winkey + R, then type in %appdata%, go one folder up to "AppData", then "Local" and then "Astro".

The user account you logged into would be the (username) folder, default.migrated is used when windows is updated from one version to the next 

N.B. If you haven't previously amended it go to the view tab in file explorer and put a tick in the hidden items box in the show/hide section otherwise AppData won't be visible
